Green Maritime Fuel Development Communication Platform

The Government has set out in the Action Plan on Green Maritime Fuel Bunkering the initiative to establish a collaborative platform and provide facilitation measures for stakeholders engaged in green maritime fuel bunkering and related businesses to help establish an efficient supply chain and trading channels. The collaborative platform aims to bring together different stakeholders who are committed to transitioning towards greener fuel solutions, sharing knowledge, and fostering innovation throughout the supply chain.

The Green Maritime Fuel Development Communication Platform (Communication Platform) is the first step for the Government to gather relevant stakeholders to foster closer industry collaboration. Chaired by the Commissioner of Maritime and Port Development of HKSARG and joined as members by relevant Government departments as well as industry stakeholders, the Communication Platform advises the Government on the development of Hong Kong into the region’s most preferred green maritime fuel bunkering and trading centre.

Terms of Reference of the Communication Platform

The Communication Platform shall meet once a year regularly, with additional ad hoc meetings and activities on a need basis, and advise TLB on –

  1. the focus areas and priorities for facilitating the development of the green maritime fuel industry in Hong Kong, including the implementation and fulfilment of targets, strategies and measures along those announced in the Action Plan on Green Maritime Fuel Bunkering;
  2. strategies and measures to promote the quality development of green maritime fuel bunkering in Hong Kong, including the enhancement of relevant bunkering capabilities and fostering of a comprehensive ecosystem development;
  3. strategies and measures to foster closer industry collaborations and encourage the organic and effective development of green maritime fuel trading in Hong Kong; and
  4. other matters related to green maritime fuels.

Application Form

The Communication Platform welcomes companies in the industry, such as green maritime fuel suppliers, shipping companies, and port operators, as well as relevant industry organisations. Given that the Communication Platform is for business discussion, membership will be limited to individual companies and related industry organisations.

Officially launched on 14 November 2025, 25 companies and industry organisations* have joined the Communication Platform. We encourage more companies in the green maritime fuel industry to join the Communication Platform, further building an even larger network of professionals dedicated to enhancing the green maritime fuel sector.
