- Overseeing the work of the Airport Authority Hong Kong (AAHK) in taking forward the Three-Runway System (3RS) project
- Providing policy and technical steer to AAHK relating to the 3RS project
- Overseeing the overall strategy for the development and implementation of the 3RS project
- Overseeing the co-ordination and interfacing work between the Government and AAHK on all matters relating to the 3RS project
- Chairing project coordination meetings and representing TLB at high-level steering committee meetings on the 3RS project

- Assisting in the formulation of the overall strategy for the development and implementation of the 3RS project
- Coordinating with AAHK, relevant Bureaux/Departments and stakeholders in the planning and implementation of the 3RS project
- Assisting in public engagement for the development and implementation of the 3RS project
- Reviewing AAHK’s financial proposals, advising AAHK on the financial arrangements for the smooth delivery of the 3RS project and assisting in monitoring the expenditure of the works undertaken by AAHK
- Providing support for seniors’ participation in various meetings related to the 3RS project

- Providing professional advice on engineering and project management matters in taking forward the 3RS project
- Assisting AAHK in implementing the Environmental Monitoring and Audit programme for the 3RS project undertaken by AAHK
- Coordinating with AAHK, relevant Bureaux/Departments and stakeholders to resolve engineering and project related issues arising from the 3RS project
- Facilitating AAHK in obtaining the required statutory approvals/permits/endorsement relating to the construction of the 3RS project
- Assisting in monitoring the quality, cost control, programme and progress of the works to ensure the satisfactory implementation of the 3RS project
