Level Playing Field

Hong Kong became a signatory to the World Trade Organisation Agreement on Government Procurement (WTO GPA) in May 1997 and is committed to providing open and fair competition amongst domestic and foreign suppliers and service contractors. Local and overseas contractors are treated on an equal footing in the procurement of construction works.

A recent example is the international participation in the West Rail Project. West Rail is 30.5 km in length, and it connects the new towns in northwest New Territories with the urban area of Kowloon. 63 percent of the US$6 billion works were completed by overseas contractors (Figure 1).
