  以下是運輸及房屋局局長陳帆今日(九月二十三日)在廣深港高速鐵路香港段西九龍站會見傳媒的談話全文:

記者:有關售票情況.....如果以percentage來計?另外,今天首日目前為止有多少班次的車票售罄?

運輸及房屋局局長:昨天我都說過,到昨天我所知是已售出超過230 000張車票。我亦希望大家理解,長途的車程因為旅途較遠、時間較長,一般巿民和乘客會預先購票,例如你去北京這個超過2 000公里的旅途,很多時候我們都會(預先)規劃;例如我自己都買了去杭州的車票,我是上網購票的,亦需要訂酒店,所以需要預先購票及預訂酒店。至於短途的車程,基本上都是14分鐘至48分鐘直達,所以短途的(列)車一般都是穿梭之用,很多時候都是當天或早幾天買票便可以。所以現時來說,車票的售賣(情況)只可以每天更新,亦就日後的運作按巿場需要和乘客需求去調節列車頻率。廣深港高鐵是商業運作,本身亦依靠巿場,所以我相信港鐵公司日後會就着巿場推廣、轉乘優惠甚或至透過旅行團(售票)。今天雖然是第一天,已經有接近10個旅行團在西九龍站出發,反映了香港人出行到鄰近的內地城巿都選擇利用高鐵作開始。

記者:(有關收回成本)

運輸及房屋局局長:收回成本——希望大家理解,任何跨境交通基建都不是以收回成本作準則。我們很多的公路、隧道或社區設施從來都不用收回成本這個考量。主要來說,跨境鐵路的設施都是以乘客節省的時間,不論是一般巿民還是商務旅客,我們是以他們節省了時間的金錢值去計算是否進行有關項目。在這個考量下,我們以高鐵五十年的營運期所節省的乘客時間計算出來的回報,足以支撐整個高鐵項目的建造。

記者:想多問一次,今天高鐵售票只有首班車的車票售罄,對於你們來說,銷情是否不算理想?

運輸及房屋局局長:如果我們以今天的班次來考慮,我們知道一班短程的列車有579個座位,簡單當作約600個(座位)乘以70(班)列車,運力遠超我們最初的乘客數目要求,所以上座率與我們的運力有距離,這距離是就着日後的需求和巿場需要可以提高的空間,容納更多乘客。
