​Following is a question by the Hon Yang Wing-kit and a written reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (July 9):
Question:
It is reported that whenever concerts and major games are held at the Kai Tak Sports Park (KTSP), many private cars are illegally parked on roads around KTSP, causing severe traffic congestion and posing dangers to other road users. In this connection, will the Government inform this Council:
(1) of the enforcement actions taken by the Police against persons involved in driving offences in areas surrounding KTSP, and whether the effectiveness of such actions has been assessed;
(2) given that private car parking spaces and pick-up/drop-off areas at KTSP are temporarily closed when concerts and games are held there, whether the Government will consider adjusting such arrangements to allow public access to private car parking spaces and pick-up/drop-off areas at KTSP during major events; if so, of the details; if not, the reasons for that; and
(3) whether it has conducted studies on constructing a multi-storey car park in the vicinity of KTSP to address the shortage of parking spaces in the area; if so, of the details; if not, the reasons for that?

After consulting the Culture, Sports and Tourism Bureau (CSTB), the Hong Kong Police Force (HKPF) and the Transport Department (TD), my consolidated response to the questions raised by the Hon Yang Wing-kit regarding the parking arrangements around the Kai Tak Sports Park (KTSP) is as follows:
(1) The HKPF has always been closely monitoring the road traffic conditions around the KTSP during major events. When illegal parking activities causing severe traffic congestion or endangering other road users are spotted, the HKPF will take enforcement action against the motorists and vehicles involved and, where appropriate, tow the vehicles away without prior warning.
Since the commissioning of the KTSP in March up to mid-June this year, the venue has hosted seven major events spanning 19 days, during when the HKPF issued a total of 190 fixed penalty notices and towed away 15 illegally parked vehicles.
The HKPF will continue to combat traffic offences in accordance with the Selected Traffic Enforcement Priorities to ensure smooth traffic flow and protect the safety of road users.
(2) and (3) At present, the KTSP provides about 600 private cars (PC) parking spaces for the daily use of motorists. During major events, in view of heavier traffic in KTSP's vicinity and in order to facilitate crowd and traffic management, the Government always encourages visitors to use public transport, avoid driving or taking PCs. Having regard to the scale of the event, the TD will co-ordinate with public transport operators to adjust public transport services, enhancing the interval between trains of the MTR Tuen Ma Line during such occasions, enhacing bus services or arranging special bus services as needed to meet the additional traffic demand during the event period.
The TD also maintains close communication with the CSTB, other relevant departments, and Kai Tak Sports Park Limited regarding traffic issues around the KTSP, and discusses further enhancements to traffic arrangements. Drawing on the experience of various large-scale events and feedback from PC users, the KTSP has, since June this year, opened the taxi pick-up/drop-off area at Kai Tak Stadium for taxi use and introduced a parking space booking service for PC users at Kai Tak Arena to enhance convenience. Motorists with parking needs may purchase parking voucher in advance to reserve parking spaces at the Kai Tak Arena car park during major events. In addition, there are other parking spaces available near the KTSP, including two shopping malls within a 10 to 15-minute walk that collectively offer about 1 300 PC parking spaces. Motorists may check real-time parking vacancy information of car parks at the KTSP and the above two shopping malls via TD's "HKeMobility" mobile application.
As mentioned above, the KTSP and the nearby shopping malls together offer a total of about 1 900 PC parking spaces. The TD will maintain close liaison with Kai Tak Sports Park Limited for making optimal use of the exitsing parking facilities and continuing to enhance the parking arrangements in the KTSP. The TD will also continue to monitor the overall parking demand in the district, and conduct timely review with relevant departments to ensure the transport facilities keep pace with the district development.
