Hong Kong Maritime Week (HKMW) 2025, the annual flagship event of the Hong Kong maritime brand, will be held from November 16 to 22, marking its 10th anniversary. In July, the Hong Kong Maritime and Port Board was reconstituted into the Hong Kong Maritime and Port Development Board to foster high-quality development of Hong Kong’s maritime and port industries through top-level design. This aligns with the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development recently released by our country, which emphasises supporting Hong Kong in consolidating and enhancing its status as an international shipping centre.
The 15th Five-Year Plan outlines our country’s economic blueprint and development directions for the coming five years. Among the key points concerning Hong Kong and Macao mentioned in the recently released 15th Five-Year Plan Recommendations, several are closely related to Hong Kong’s transport and logistics development. These include leveraging Hong Kong and Macao’s distinctive advantages and vital roles of having strong support from the motherland and close connection with the world, and consolidating and enhancing Hong Kong’s status as an international shipping centre; supporting Hong Kong and Macao in building international hubs for high-calibre talent; and facilitating Hong Kong and Macao in better integrating into and serving the country’s overall development by strengthening co-operation with the Mainland in areas such as economy, trade, technology and culture. These policy priorities are closely aligned with the work direction that the Transport and Logistics Bureau (TLB) has been advancing. The upcoming HKMW will serve as an excellent showcase of Hong Kong’s status as an international maritime centre.
Gathering global maritime and port community
It has been a decade since HKMW was first held in 2016. Despite the global pandemic, HKMW has swiftly made a strong comeback and become even more prominent. It has now evolved into an annual event promoting the Hong Kong maritime brand and one of the key highlights in the calendar of the global shipping and port industry.
The World Maritime Merchants Forum and the Asian Logistics, Maritime and Aviation Conference will remain the key events of HKMW, with a number of renowned international organisations, including the International Maritime Organization and International Chamber of Shipping, confirming their return to Hong Kong to host their annual events. This year, we welcome a new friend – the International Bunker Industry Association – hosting its annual conference in Hong Kong, reaffirming the international recognition of our commitment to establishing Hong Kong as a green maritime fuel bunkering centre.
Another highlight of HKMW is our establishment of “partner port” relationships with Mainland regions of strategic collaboration significance, as well as Belt and Road (B&R) regions. I am extremely grateful to my team’s all-out spirit. Shortly after one month or so since the delivery of “The Chief Executive’s 2025 Policy Address”, our colleagues have achieved outstanding results while the first batch of “partner ports” will be announced during HKMW.
Echoing the tagline of HKMW - “Propel Hong Kong”, we must look further afield to promote the Hong Kong maritime brand. We have planned to invite the Silk Road Maritime Association (SRMA) or its members to host a summit at HKMW 2026. The SRMA, jointly initiated and established by the China COSCO Shipping Group, the Fujian Provincial Communication Transportation Group and the Xiamen Port Holding Group, assembles over 360 members with businesses cover shipping companies, port enterprises, logistics companies and trade establishments, as well as members from upstream and downstream industries such as finance, insurance and technology. By joining forces to go global and jointly promote the B&R shipping brand with Hong Kong, a “super connector” and “super value-adder”, both the SRMA and Hong Kong’s shipping industry stand to create a win-win situation.
The Hong Kong Maritime and Port Development Board is established with a strategic goal to transforming Hong Kong into a Global Maritime Capital. Last year’s HKMW gained remarkable achievements with 18,000 on-site participants and 6.5 million online views. It attracted industry leaders from Asia, Africa, Australia, Europe, the Middle East and North America; ministerial-level officials from various countries including B&R and Southeast Asia, as well as leaders of renowned international maritime organisations to attend in person, marking the most internationalised HKMW ever in history. Adhering to past success, I strongly believe that this year’s HKMW is a crucial step towards our goal of becoming a Global Shipping Capital.

Uniting sea, land, and air for LegCo election
The participation of industry stakeholders and legislative representatives is vital to promoting the development of Hong Kong’s maritime and port industries. The name of the Legislative Council’s Transport Functional Constituency reflects Hong Kong’s importance placed on maritime and port development. With the nomination period just concluded on November 6, the election has now entered the stage where candidates compete based on their abilities and election platforms. I call on all eligible voters, especially those of the Transport Functional Constituency, to closely follow each candidate’s platform and strengths during this period, and to cast your vote on December 7 for legislative representatives with vision and dedication who will work for Hong Kong’s future. The TLB will also bring together forces from the sea, land, and air sectors to fully support the Legislative Council General Election.
